Houston expects contractor registration and insurance for permitted work, with permits pulled per job through the city's permitting system. There is no trade exam and no state license behind it — the city's layer is administrative, and it is the layer that actually governs a Houston roofer's paperwork.
City registration is a consumer-protection and permitting credential. It is not a license to roof in the Illinois or California sense: no trade exam, no experience proof, no state board. It also is not optional. In no-license states, the city layer is the whole regulatory layer, and homeowners are actively told to verify it.
State: nothing. City: registration + permits. Market: insurance and reputation — Texas sets no liability minimum for roofers, so your GL policy is a sales asset and a contract term, not a filing. And one state law does reach every Texas roofer: the deductible law — Bus. & Com. Code §27.02 and Insurance Code ch. 707. Registration keeps you legal with the city; the compliance checker keeps your ads legal with the state.
The checker gives you the verdict. The kit gives you the paperwork, in filing order: the application walkthrough for your state's class, qualifying-party documentation templates, the bond and insurance spec sheet with your state's exact minimums, the city-registration checklist pack for no-license states, and the contract-compliance pack (deductible language and required contract notices, including Florida's deadlines calendar).
