Roofing license in Oklahoma

Registration + endorsement. Oklahoma roofers must register with the Construction Industries Board (CIB) under the Roofing Contractor Registration Act, 59 O.S. 1151.1 et seq., and hold the endorsement for the work they do: a Commercial Endorsement (exam-based) for commercial work, and a new Residential Roofing Endorsement that becomes required for all residential roofing on January 1, 2028 after a 2027 grandfather transition. Registration renews every year, and since July 1, 2026 there is no first-offense warning — unregistered work draws immediate misdemeanor enforcement.

RegimeRoofing Contractor registration plus endorsements — Residential Endorsement becoming mandatory
ExamCIB-approved roofing endorsement exam administered by PSI (Commercial Endorsement exam; Residential Roofing Exam for the Residential Endorsement), designed with the Committee of Roofing Examiners — pass mark 70% minimum. Retake policy for the Residential exam: wait 30 days after the first failed attempt, 90 days after subsequent failed attempts. No exam is required for the base registration itself — the exam attaches to the endorsements. Commercially endorsed roofers could obtain the Residential Endorsement without the residential exam during the grandfather window only; after January 1, 2028 even they must pass the residential exam.
ExperienceNo years-of-experience minimum is stated for registration or endorsement in the CIB materials checked — the gate is registration, insurance and (for endorsements) the exam. Shown honestly: no published experience requirement found, rather than an invented figure.
Application feeBase registration $75 initial. Endorsement: $30 application plus $200 initial endorsement = $230 initial endorsement application (CIB states the Residential Endorsement initial application is $230)
License / registration feeBase registration renewal $75/year. Endorsement renewal $100/year. Late endorsement renewal fee $100; registration not renewed within 60 days of the qualifying party's birth-month deadline is suspended, and a suspended registration renews at twice the registration fee; lapsed over 60 days drew a $500 reinstatement figure in the HB 1628 fiscal materials — confirm current reinstatement amount with the CIB
Total state cost$75 for base registration alone; $305 in the first year for registration plus one endorsement ($75 + $230), before PSI exam fees (paid to the testing provider), insurance and any bond premium — Sources disagree: the HB 1628 fiscal impact report described raising the initial registration fee to $500 and renewal to $250, but the CIB's current published fee rules and its June 2026 endorsement page show $75 registration and $230 / $100 endorsement fees — the current CIB figures are used here. Verify fees on the CIB site before filing, as 2026 legislation (SB 1873 / HB 3800) amended the Act again.
BondNo state bond minimum published
Insurance minimumsGeneral liability at least $500,000 for residential work and $1,000,000 for commercial endorsement work, with the CIB listed as certificate holder under the HB 1628 changes, plus workers' compensation coverage unless exempt. Lower figures on older pages ($50,000) reflect the general CIB trades / pre-Act guidance and contradict the roofing-specific requirements — the roofing figures are used here. Proof of GL and workers' compensation, Secretary of State entity registration, and a notarized lawful-presence affidavit accompany the application.
Who qualifiesEach registration has a qualifying party — the individual tied to the registration whose birth month sets the annual expiration, and who must hold the endorsement and complete continuing education for the work performed. Starting January 1, 2027, failure to provide the registrar with jobsite proof of the active, properly endorsed qualifying party directly supervising the job is a violation enforceable against each person performing roofing work on the site and each subcontractor up to the contractor contracting directly with the owner.
TimelineRegistration certificates expire annually on the last day of the qualifying party's birth month, with a 30-day grace period before the $100 late fee; not renewed within 60 days = suspended; within 6 months of expiration = revoked. Endorsement exam retakes: 30 days after a first failure, 90 days after later failures.
RenewalAnnual. Base registration renewal $75; endorsement renewal $100. From January 1, 2027, renewal of each endorsement requires 4 hours of CIB-approved continuing education annually for that endorsement (8 hours total if holding both Residential and Commercial), under HB 3800 — replacing the former commercial rule of 4 hours every 36 months.

Classes and credentials

CredentialScopeNotes
Roofing Contractor Registration (base credential)bothRequired before offering or doing roofing work in Oklahoma. Expires each year on the last day of the qualifying party's birth month. Labor-only crews must also be registered with the CIB.
Commercial Roofing EndorsementcommercialRequires passing the CIB commercial roofing endorsement exam (technical trade plus business and law portions) through the Committee of Roofing Examiners / PSI. Initial endorsement total $230 ($30 application + $200 endorsement in the CIB fee rules checked); renewal $100.
Residential Roofing EndorsementresidentialCreated by HB 1628 (2025). Requires passing a CIB-approved exam at 70% or more, except during the grandfather transition (see law_changes). Initial application $230; renewal $100 — the same as the Commercial Endorsement per the CIB. Required to engage or offer to engage in all residential roofing projects starting January 1, 2028.

Subcontractors

Prime and registered roofing contractors must ensure every roofing subcontractor is properly registered and holds the required endorsement for the work (registered labor-only crews for residential work excepted as provided in the Act). Subcontracting roofing work to an unregistered contractor, or to one without the required active endorsement, is itself a violation. From January 1, 2027 citations may be issued to all parties where a contractor subcontracts with an unregistered labor-only crew, and from January 1, 2028 labor-only crews must be registered and work directly for a contractor holding a Residential Roofing Endorsement, with proof on the jobsite.

The local layer

State registration is the operative credential; cities such as Oklahoma City and Tulsa run their own contractor registration / permit systems for building work generally, which sit on top of — and do not replace — CIB roofing registration and endorsements. Check the city permit office.

Deductible law (insurance work)

Paying, waiving or advertising a deductible waiver is an offense. Citation: 59 O.S. 1151.30. A residential or commercial roofing contractor providing repairs or improvements to be paid from property/casualty insurance proceeds shall not, as an inducement to the sale or provision of goods or services, advertise or promise to pay, directly or indirectly, all or part of any applicable insurance deductible, or offer to compensate an insured for providing any service. If the contractor violates the section, the insurer is not obligated to consider that contractor's estimate. The contractor and the adjuster/insurer must each give written notice of the section's requirements with the initial estimate. Complaints are forwarded to the Insurance Department and the Attorney General. Added by Laws 2022, c.331, effective Nov. 1, 2022.
