The consensus content answer is $10,000–$50,000 for a lean start, up to $250,000 multi-crew. That range is useless until it is itemized — and one line item is systematically mis-sold: the license. Here is the stack in the order you will actually pay it.
State charges are published and modest: Florida's application runs $149–$249 by cycle with an exam around $295; Minnesota's state charges run roughly $500–$700 all-in (license fee plus recovery fund); Kansas and Washington registrations are a few hundred with the bond. Our dataset prints the total state cost per state from the board's own schedule — that is the number to budget, and it is rarely the number in a sales pitch.
Exam prep is a market, not a fee: $295 for a California home-study course up to $1,195 all-inclusive at one school, $1,995–$2,495 for Illinois classes. Prep can be worth it — the exams are real — but it is optional spending priced like a requirement. Decide after you see the exam's pass mark and your qualifying party's experience, not before.
Surety bonds cost a premium (often 1–3% of the bond amount for clean credit), and liability plus workers' comp premiums are your first four-figure line. California requires workers' comp for every C-39 holder even with no employees; Illinois sets $500,000 per-occurrence liability for licensees. Get quotes against the state minimums on your state page, not against a broker's default package.
The most expensive start is the illegal one: contracts signed without a required license can be unenforceable, and unlicensed-contracting penalties run per offense. The verdict costs nothing and comes first for a reason.
The checker gives you the verdict. The kit gives you the paperwork, in filing order: the application walkthrough for your state's class, qualifying-party documentation templates, the bond and insurance spec sheet with your state's exact minimums, the city-registration checklist pack for no-license states, and the contract-compliance pack (deductible language and required contract notices, including Florida's deadlines calendar).
