Texas has no roofing license. Here is what exists instead.

Search results for “roofing license Texas” contradict each other — one top result presents a voluntary industry credential as “the Texas license,” another (three years stale) claims TDLR requires one. Both are wrong. Texas has no state roofing license and no state registration; TDLR's licensing roster does not include roofing, and the 2025 bill that would have changed that (HB 3344) passed committee and never got a floor vote.

What Texas actually requires

RCAT certification: credential, not license

The Roofing Contractors Association of Texas runs a voluntary licensing-style program: about two years as a principal, liability minimums ($300,000 residential / $500,000 commercial or a $100,000 bond), exams, roughly $250/yr. It can help you sell. It is not required by any Texas authority, and marketing it as a state license misleads homeowners — the kind of claim that draws the Attorney General's consumer-protection eye.

The Texas law that does bite: deductibles

Texas roofers work under one of the strictest deductible laws in the country: Texas Business & Commerce Code §27.02 and Insurance Code ch. 707 (HB 2102, 2019) make paying, waiving, absorbing or advertising away a homeowner's deductible a Class B misdemeanor — and insurance-paid contracts over $1,000 must carry the statutory deductible notice in 12-point bold type.. “Free roof” season is when this statute earns its keep. Run the compliance checker before any storm ad goes out.

Watch this space

HB 3344 will be back — licensing bills for Texas roofing have industry support after every major hail season. The law-changed tracker watches it so your “no license” answer never goes stale silently.
