No state license. Maine does not license roofers — or general contractors at all. The Attorney General states it plainly: in Maine, general contractors and trades such as roofing and framing are not licensed or regulated. The law that protects homeowners instead is the Home Construction Contracts Act (10 M.R.S. ch. 219-A): any home construction or repair job over $3,000 needs a written contract with required terms, and a contractor generally cannot demand more than one-third down.
| Item | Maine |
|---|---|
| Regime | No state license — general contractors and roofers are not licensed or regulated by the state |
| Exam | None. No state exam, experience or education requirement for roofers. |
| Experience | No state experience requirement published |
| Application fee | Not applicable |
| License / registration fee | Not applicable |
| Total state cost | $0 in state roofing fees. Businesses still register their entity with the Maine Secretary of State (ordinary formation fees) and pay any local permit fees. — A secondary site claiming Maine roofers need 2 years' experience, an exam and a Department of Professional and Financial Regulation roofing license is contradicted by the Attorney General and was rejected. |
| Bond | No state bond minimum published |
| Insurance minimums | No state-set general liability minimum for roofers. Workers' compensation is mandatory under Maine employment law if the business has employees. Liability coverage is a market expectation (homeowners, GCs and some municipalities ask for certificates), not a state credential condition. |
| Who qualifies | The applicant / business owner |
| Timeline | No state process — compliant on business formation; written-contract compliance under the Home Construction Contracts Act applies from the first job over $3,000. |
| Renewal | No state credential to renew. |
| Credential | Scope | Notes |
|---|---|---|
| No state class | both | No state roofing, home-improvement or general contractor license/registration exists. The only license-shaped exceptions are unrelated to ordinary roofing: e.g. asbestos work needs a Department of Environmental Protection asbestos abatement license, and electrical/plumbing work is licensed under those trades. |
License trigger: $3,000 — Not a license threshold — the Home Construction Contracts Act written-contract trigger: home construction/repair costing more than $3,000 requires a written contract. There is no dollar amount that triggers a Maine roofing license, because there is none at any amount.
A few municipalities add local registration for permit work — Portland, the major metro, requires contractor registration for building-permit work — and towns control building permits generally. There is no city roofing license regime comparable to licensed states; check the town office where the house sits.
No specific deductible-waiver statute found. No Maine statute specifically prohibiting a roofing or home-improvement contractor from paying, waiving or rebating a homeowner's insurance deductible was found in the sources searched (Attorney General home-construction guidance and roofing-specific sources). Maine's general consumer-protection law (Unfair Trade Practices Act) would still reach a deceptive deductible scheme, but no deductible-specific ban is claimed.
